Free phones: Patrolling your neighborhood for criminal or suspicious activity just got easier. Organized Block Watch groups can apply for free cellular phones through the police department as part of the national Communities on Phone Patrol program.

''Many of the people who patrol their neighborhoods can't afford their own phone,'' said Richard Fox, president of the Phoenix Block Watch Advisory Board.

The city can arrange to loan phones to Block Watches. But by giving groups their own phones, ''if they at the last minute want to go out on patrol, they can do so,'' Fox said.

Residents may call 495-2419 for a recorded message on how to get an application for a free phone.
